WASHINGTON- Margaret “Peggy” Rose Trotter, age 87, passed away peacefully on December 30, 2025, surrounded by her loving family. She was born on July 23, 1938, in Springfield, Illinois, to Catherine Watts O’Keefe and John A. O’Keefe Jr., who preceded her in death.

Peggy was also preceded in death by her beloved sister, Maryanne Pirman; her brother-in-law, Bill Pirman; and her firstborn and only son, Mitchell Martin Scanlan.

She is survived by her four daughters: Stacey (Jeffrey) Alexander of Huntsville, Ohio; Cynthia (John) Torian of Washington, Louisiana; Jacqueline Tabor of Rogers, Arkansas; and Allison (Kyle) Matheson of Stephenville, Texas. Peggy was a proud and devoted grandmother to six grandchildren and three cherished great-grandchildren. She also leaves behind many loving nieces and nephews, special friends, and her faithful companion, Chase.

Peggy was passionate about her community and served it well in many capacities. She was the Executive Director of the Shepherd Center for 11 years; served as Board President, Central Louisiana Coalition to End Homelessness; Vice President of Habitat for Humanities; Board Member of the Professional Women’s Exchange; Mayor’s Humanitarian Committee; National Association of Social Workers; Past-President of the Cenla Alcohol and Drug Abuse Council; Chamber of Commerce; Lion’s Club; Past Board Member of the Public Relations Association - Louisiana; Board of Directors for the American Red Cross, Central Louisiana Chapter; Food Bank of Central Louisiana, and Community Healthworx. She was also a Court Appointed Special Advocate (CASA), and enjoyed being a member of the Alexandria and Washington Garden Clubs, as well as being an active member of Immaculate Conception Church. Prior to joining the Shepherd Center, Peggy was an active member of the Business Community in Alexandria, where she was employed as General Manager of the Ramada Inn, District Sales Manager for Oxford Chemical Co. and Director of Delta Business College and served as an Officer of the Restaurant Association and the Hotel/Motel Association

Peggy was a vibrant and joyful woman who lived life to its fullest. She deeply treasured her friendships and was an avid traveler. Her warmth, laughter, and spirited presence will be dearly missed by all who knew and loved her.

A private Mass of Christian Burial will be held at a later date. She will be interred alongside her beloved family at Greenwood Cemetery in Pineville, Louisiana.
